A .sk domain name is the Slovak country code Top Level Domain (ccTLD) extension of Slovakia. It's one among many other ccTLDs like fr for France or de for Germany etc.
Any individual or organization can apply to use a .sk domain. Organizations registered in Slovakia are allowed priority registration over others, but this is not required to register the .SK domain extension.
This means that any individual or company around the world has equal access to registering one of these domains. Anyone who wants their website to have a country-specific domain can register one.
The registry that controls the registration of Slovakia's ccTLDs is "Slovenská informačná služba" or Slovak Information Service in English. This organization also has control over who gets to register a .sk domain name.
This means that just about anyone with a valid reason to have one can register these ccTLDs.
When choosing the perfect .sk web address for your business, you should consider that most Slovak companies use an English version of their website and therefore prefer using corresponding domains in other languages than Czech or Slovak.

You will be required to provide a valid Slovak company registration number, VAT ID, or other equivalency from the state where your business is registered if applicable.
In addition, you must supply an officially translated version of this document and a copy in electronic form as a PDF file.
